Toronto Mayor Rob Ford, who has been under scrutiny since November when a video surfaced showing him smoking crack, has once again made front page news with his questionable behavior.

A new video, apparently recorded early Tuesday morning and posted to YouTube, shows Ford in a fast food restaurant speaking -- sometimes legibly, other times not so much -- while using a Jamaican accent, rambling and talking about police surveillance.

So it should come as no surprise to anyone who has followed Ford's exploits over the past few months that he confirmed he had been drinking around the time the video was recorded.

According to a Canadian media outlet, when asked if he thought his words from the video were offensive, Ford brushed it off by saying, "If I speak that way, that’s how I speak with my friends.”

This coming just about two months after Ford vowed to quit carousing in order to get his political and personal lives back in order.

And if you've been paying attention, you'll know that this isn't Ford's first foray into Jamaican territory, figuratively speaking, as evidenced by the way he started dancing to Bob Marley's song "One Love" on the floor of Toronto City Council in December.

Which leads us to posing the obvious question: Is Rob Ford smoking crack again?
