Reilly has opened a fraud investigation of Big Dig contractors Bechtel/Parsons Brinckerhoff and Modern Continental Construction Co., focusing on what Reilly called poor oversight and shoddy work that left the tunnels plagued with leaks, defective walls, and damaged fireproofing.
