Governor Mitt Romney began legal proceedings yesterday to remove Matthew J. Amorello as chairman of the Massachusetts Turnpike Authority, after Amorello refused a private offer to resign to avoid a potentially embarrassing hearing aimed at stripping him of his chairmanship.
