IT SEEMS THAT almost every agency in government is investigating the fatal accident in the Massachusetts Turnpike connector tunnel. What's still missing and most needed is an independent inquiry to examine whether the entire Central Artery tunnel system is safe now and will be properly maintained far into the future.
