The Massachusetts Highway Department yesterday was still uncertain when the ramp leading to the eastbound Ted Williams Tunnel in South Boston would reopen, despite Governor Mitt Romney's initial hope that passenger cars would be able to begin using it again tomorrow. (Full article: 267 words)
