ABU GHRAIB, Iraq -- The American general who commands the facility at the center of the prison-abuse scandal said yesterday that he tried last summer to set limits to US military interrogation techniques in Iraq, including suggestions that soldiers stop using practices that appeared to violate the Geneva Conventions.
