Finland, with a population of 5.2 million, emitted 62.8 million tons of carbon dioxide in 2005. By comparison, the Washington area's 4.9 million people emitted 81.6 million tons, according to the Metropolitan Washington Council of Governments.

The Washington, D.C., area also produces more carbon dioxide than each of these seven countries: Portugal, Hungary, Sweden, Denmark, Ireland, Switzerland, and Norway.

Washington area residents produce 16.5 tons of carbon dioxide per person a year, compared with a US average of about 22 tons.
