RAMALLAH, West Bank -- The usually timid Palestinian Legislative Council erupted in criticism of Yasser Arafat yesterday, demanding that the current Cabinet be allowed to resign because of Arafat's refusal to give its members the powers they need to maintain public order in the Palestinian territories.
