Latest proposals:

A new international military force under the auspices of the UN. The size and composition have yet to be agreed upon, but participants in yesterday's conference on Lebanon in Rome stressed that any new force would have a mandate to intervene if necessary and that there first had to be a cease-fire.

A NATO force, although members -- including France and Germany -- said yesterday that the alliance was already overstretched.
