US Major General Doug Stone, deputy commanding general for detainee operations, delivered a speech Tuesday during the opening of Dar Al-Hikmah, a juvenile detainee education facility at the US military's Camp Victory in Baghdad. The facility provides basic education instruction for about 600 detainees ages 11 to 17.
