Recommendation #2

That the Fort Point Channel plan create a livable urban neighborhood consisting of at least 3000 housing units in combination with hotel, commercial office and retail space, attractive to the entire metropolitan area.

From the panel's report:

In her testimony, [Boston Civic Design Commission chair] Joan Goody commented that, even at the water's edge, Boston is "a city upon a hill," transcending the many conflicting claims on its land. The panel recommends the inclusion of at least 3,000 units of housing as part of the Fort Point Channel plan, marketed at a range of income levels. Residential development would promote active use of the district on weekends and in the evenings, helping to support the level of retail activity that expert witnesses urged for the community. As Goody noted, residents of the new neighborhood would easily mix with the tourists and conventioneers visiting the area, just as they do on Beacon Hill and in the Back Bay.
