Recommendation #3

That planning for the full Boston Harbor Seaport District be linked to new transportation investments extending the Red Line into the Fort Point Channel area, including access to the proposed urban ring. Major building complexes should be located within walking distance of the new stations. The precise number of stops should be the subject of further study.

From the panel's report:

The Boston Seaport District must have an adequate transit system to support new commercial development, including good connections to South Boston, Dorchester and other neighborhoods whose residents will find jobs in the area's offices, shops and hotels. Similarly, the transit system must provide convenient service to Logan Airport for the Convention Center, as well as a stop on the waterfront itself, affording connection with water transit.

The panel urges that a feasibility study be undertaken for a high-capacity transit system to support major clusters of commercial development in the Seaport District. In addition, the panel recommends that an expanded concept of the "Silver Line" be considered, to include an above-grade trolley on Northern Avenue, looping around on Summer Street to provide a stop at the Convention Center before returning to South Station.
