Recommendation #6

That existing state tidelands and environmental laws (Chapter 91 and MEPA) be utilized to create a master plan for the entire 46-square-mile Boston Harbor water surface and its shoreline. This plan should emphasize commercial development and maritime port opportunities, as well as the creation of a water transit network from Winthrop in the north to Hull in the south.

From the panel's report:

While many questions remain about Boston Harbor's future -- ranging from the viability of the port for container shipping to prospects for the small-boat fishing industry -- the harbor awaits a comprehensive plan for its surface water operations and shoreline development, including creation of a water transit system. The national panel urges the Executive Office of Environmental Affairs, working in concert with Massport, to prepare a master plan for utilization of the Boston Harbor water surface and shoreline, exercising its powers under the Tidelands Law and Environmental Impact Review. The plan should be created in association with the bordering cities and towns of Winthrop, Chelsea, Everett, Boston, Quincy, Weymouth, Hingham and Hull.
