That the Convention Center Authority be charged with the responsibility for financing the Boston Harbor Islands National Park as a linkage contribution to the new Boston harbor development frontier.

The Boston Harbor Islands' designation as a national park affords the region a unique recreation destination. Marketing of the new Boston Convention Center will benefit greatly by virtue of its connection to Boston's reputation for recreational, cultural and educational excellence, including this harbor islands park. The national panel calls upon the Boston Convention Authority to step up to the plate and help underwrite development of the Harbor Islands National Park, significantly advancing the recreational and cultural heritage of Boston.
Authority financing, matched by other funding sources, could help underwrite:
A "Boston Harbor Island Institute" on the water's edge that would bring scientific knowledge to bear on regional environmental, ecological and economic development problems around Boston Harbor. The institute could work in conjunction with the New England Aquarium.
A conference center on Long Island devoted to furthering the growth of the region's high-tech industries.
An entertainment and cultural complex on Spectacle Island, featuring music and theater festivals linked to major convention center bookings.
