Recommendation #8

That Massport construct a new ocean liner terminal to attract additional segments of the rapidly expanding cruise-ship industry to Boston Harbor.

From the panel's report:

The national panel strongly endorses Massport's plan to construct a new cruise ship terminal in line of sight with the downtown business district. The new terminal should feature convenient connections with Logan Airport, the Boston Convention Center, the new Fort Point Channel waterfront community and the multi-faceted Boston Harbor Islands National Park. Believing that Boston can become a world-class port of call, the panel urges Massport to move energetically ahead with this project.

The national panel also recommends that Massport consider:

    Creation of several major pleasure-boat marinas in the inner harbor, including facilities for ocean-going yachts.

    Promotion of small-boat fishing operations within the harbor.

    Development of a seafood auction center and restaurant district along the Seaport waterfront.
