That Massport plan to accommodate up to 60 million passengers per year, either at Logan or in combination with another existing airport and high-speed rail, serving the new Boston Harbor economy through the first half of the 21st century.

Logan Airport, which sits at the edge of Boston Harbor, plays a dominant role in New England's post-industrial service economy. The panel heard testimony that the airport is congested at its present level of 26 million passengers per year and could hit its proposed new capacity of 40 million passengers per year before the year 2010, even with completion of the current modernization program. The panel also heard testimony that the advent of high-speed rail service to New York City and Washington DC would significantly relieve the bottleneck at Logan. In the context of The Boston Harbor Conference, the national panel calls on Massport to promote high-speed rail as an alternative to reduce airport congestion.
At the same time, the panel recommends that Massport plan for up to 60 million passengers per year. This increased passenger load must be accommodated either at Logan or in combination with another existing airport and high-speed rail. The panel urges that Massport strive to meet this additional passenger capacity with minimum damage to Boston Harbor and adjacent communities.
