Haverhill complex rises out of decay

On the once contaminated site of a decaying shoe factory, a thriving neighborhood is growing with the opening of a 305-unit, four-building apartment complex in downtown Haverhill.

Douglas J. Arsham, director of development for the Forest City Residential Group, stands in front of Hamel Mill Lofts, part of hundreds of new residential units being built in the city spurred by state and federal incentives.
