The Massachusetts Convention Center Authority is planning the first step toward a $2 billion expansion of its South Boston hall with the purchase of a large tract of land on which it would build hundreds of hotel rooms, according to three people with direct knowledge of the transaction. The authority would spend about $33 million to buy a rectangular lot on D Street, across the street from Boston Convention & Exhibition Center, according to those with knowledge of the situation.
