In its first seven years of existence through 2003, the Gary Payton Foundation gave about $1.3 million to charity, only 52.3 percent of its total spending of more than $2.5 million. And the foundation's percentage of charitable spending plunged to 28.1 percent from 2001 to 2003, the most recent three-year period for which its tax returns were available.
