Straight from my email inbox to you:

Last major league pitcher to walk at least 8 and to allow 1 run or fewer: Doug Davis, 9/28/06, for Milwaukee at St. Louis in a 4-1 win (6 IP, 2 H, 1 R, 1ER, 8 BB, 7 SO).

In 1993, with the Pittsburgh Pirates, Tim Wakefield won 2 games in which he walked 9 batters and 1 game in which he walked 10 (10 IP, 6 H, 2 R, 2 ER, 10 BB, 1 SO, 4/27/93 at Atlanta in a 6-2 win).
