In February of 2003, Theo picked Arroyo off of waivers from the Pirates. Arroyo was paid $332,500 in 2004, and was re-signed for $1.85 million for 2005. He won 10 games in 2004, and 14 games in 2005 with an ERA in the fours both seasons.
