The 27-year-old Luzar was a fourth-round draft choice of the Jaguars in 2002. The 6-foot-7, 262-pound target played in 23 games in two seasons with the Jaguars, catching four passes for 35 yards.
The 33-year-old Rasby had been signed by the Patriots on July 28.
