Shannon comes from the advocacy group Health Care for All, where she was director of government affairs. She Before joining Health Care For All in 2005, Shannon was associate counsel to the Senate Ways and Means Committee under Chairman Mark Montigny and later his general counsel and legislative director, working on issues realted to healthcare access.
