Dear Vaughn: Absolutely. Further, as long as you're not desiring an imminent wedding, which I don't think is the case here, you can do so without putting too much pressure on him by phrasing it exactly as you did in your letter, "...plans to marry me?" (By emphasizing "plans," with it's in the near future but not immediate connotation, you can gauge his commitment level to you without having your marriage query come across as an ultimatum.)
