Braintree officials carefully begin search for new police chief

Although Braintree Police Chief Paul Frazier plans to retire in August, Braintree officials said they're taking their time with a search for a new chief, wanting to do it right rather than just quickly.

“The mayor said the process will not be rushed, the goal is to find the right person,” said Peter Morin, chief of operations and staff for the town.

The job was just posted recently, Morin said, and already the town has assembled a search committee, which will pick finalists for the mayor to interview.

In addition to Morin, the search committee will consist of City Solicitor Carolyn Murray, Director of Human Resources Karen Shanley, Chief Terry Cunningham from Wellesley, Chief Mary Lyons from Mattapoisett, and Wayne Sampson, executive director of the Massachusetts Chiefs of Police Association.

Each of the chiefs on the committee, like Frazier, has been president of the Massachusetts Chiefs of Police.

Cunningham has been an officer for 30 years, 12 of which he has served as chief of police. Cunningham is also a founder and current president of the Metropolitan Law Enforcement Council.

Lyons, too, is a highly qualified member of the search team. Not only has she been in law enforcement for over 20 years, she was also the first woman president of the Chief of Police Association when she was appointed in 2009.

Sampson, in addition to his current role with the association, is director for Public Safety Consultants LLC and a member of Shrewsbury Youth & Family Services Inc. He served as chief of Shrewsbury police from 1998 through 2006.

According to Morin, bringing qualified individuals such as these together to choose candidates is an idea that works.

“This is the fourth selection process in which I have been involved (three in Braintree and one in Norwell). Each used chiefs from other communities in their screening process,” he said.

The search will look at internal Braintree candidates as well as external candidates, and will be ongoing throughout the summer.

According to the job posting, available on the town’s website, the salary range is $105,333 to $123,225.

Candidates must show evidence of strong leadership, management, and organizational skills as well as have a familiarity and working knowledge of labor relations.

“Applicants must have a minimum of ten years of progressively responsible experience in a law enforcement agency, five of which have been in an administrative or command position,” the posting states.

The position oversees 75 sworn personnel and 16 civilian employees, nine of which are civilian dispatchers. In addition, the chief oversees 24 school traffic supervisors and 13 special police officers and reports to the Mayor.
