Outgoing Malden mayor named finalist for top Winchester job

Mayor Richard C. Howard was named Monday as a finalist for the top government job in Winchester.

howardd.jpgThe town's Board of Selectmen will interview Howard in October for the town manager post as part of a public vetting process for the four finalists.

Competing against Howard for the post will be Andrew R. Bisignani, the town manager of Saugus; Andrew W. Maylor, the town administrator of Swampscott; and Thomas G. Younger, the town administrator of Belmont, according to a statement released by the board Monday.

Howard, 58, announced in November 2010 that he would not seek reelection to a fifth term in Malden. City Councilors Gary Christenson and Deborah Fallon are vying to succeed him in the Nov. 8 election.

Howard first became mayor in 1996, knocking incumbent Mayor Edwin C. Lucey out of office by a vote of 6,334 to 5,518 on Nov. 7, 1995.

"We are recommending these applicants in part for the experiences they bring to the table in basic town managerial functions such as budgeting, contract negotiation, and capital maintenance and management," said Bob Joy, chair of the Winchester search committee, in the statement.

In a phone interview Tuesday, Howard said the positions was "not the only job" he has applied to,  but "it's the only town manager position."

More than 50 people applied in Winchester before the search committee whittled the field to 10 finalists who were interviewed in private, said Roger Berman, vice chair of the Winchester Board of Selectmen, and the body's envoy on the selection committee.

A schedule for public interviews has not been set, Berman said.

"One of the things we hope to do," said Berman, "is go out into the communities where these individuals are from and get a sense how [they are] perceived there."

According to the advertisement on the town website, Winchester is offering a salary of $130,00 to $160,000, depending on qualifications. Howard earned $114,400 as Malden mayor in 2008, the last figures available.
