Savings expected from merger
of Norwell and Hanover libraries

The town of Hanover has put a price to absorbing the demands of the Norwell library, according to a proposed "intermunicipal agreement" obtained from Hanover Town Hall.

For fiscal 2011, which begins July 1, Norwell would contribute $435,000 -- $150,000 in salaries and wages and $285,000 in operating costs. The overall cost of the joint library would be just under $1.2 million.

In fiscal 2012, Norwell would contribute $360,000 to the library’s costs: $10,000 in personnel and $350,000 in operating expenses. The total cost of the joint library for that year is an estimated $1.1 million.

In the current fiscal year, the towns are spending nearly $1.1 million on their separate libraries -- $520,330 in Hanover, $560,639 in Norwell. According to the proposal, Hanover would save about $125,000 over the next two years, and Norwell would save about $326,000.

Officials haven't decided the procedures for approving the plan, but a Town Meeting vote is expected.

Many other details remain unclear: Who would govern the joint library venture? What would the new services be? Would there be layoffs?
