Salem's Planning Board ruled that a developer could change his plans for a neighborhood near Highland Avenue last week, saying he does not have to build a guardrail, Salem's City Planner said.
Developer Tony Tiro's original plans for Thomas Circle called for a guardrail, said Lynn Duncan, Salem's City Planner.
According to Duncan, the street, which is about 19 feet wide, was determined too narrow for a guardrail by a contractor and the Massachusetts Highway Department, Duncan said.
"[Tiro] spoke with Mass Highway and the fence contractor and they determined it couldn't be done safely," Duncan said.
The issue has been up for discussion in previous public hearings where residents have called for Tiro to build the guardrail.
