Salem City Council to discuss FY2013 tax classification, commercial zoning

The city council will hold a public hearing on the allocation of the local property tax levy on Salem's four property classes for Fiscal Year 2013 at it's regular meeting tonight in the Council Chamber at City Hall, 93 Washington Street, at 7 p.m.

The current tax rates are set at (per $1,000 of valuation) $15.63 for residential property, and $29.81 for commercial, industrial and personal property.

The discussion will also include votes on possible residential, open space and small commercial exemption options.

Ward 2 Councilor Michael Sosnowski is also expected to recommend the establishment of a subcommittee to review the language of an ordinance passed in 2009 that allows residential developments to be constructed in business park zones.

Councilors have discussed repealing that ordinance as the result of a controversial proposed development on the site of the former Salem Oil and Grease Factory that they say violates the intention of the ordinance, but could be allowed to move forward due to inconsistencies in the language and intent of the ordinance.

Also tonight, Council President Joan Lovely, elected in November to the State Senate representing the Second Essex District, is expected to tender her resignation from the city council, effective January 1.
