QUINCY The MBTA will announce a draft of its five-year capital investment program, which invests in infrastructure and new vehicles. A public workshop will be held tomorrow from 6 to 7:30 p.m. at the Thomas Crane Public Library. The draft proposal is available at www.mbta.com.
