Hundreds of thousands of households in southern New England had to wait days for utilities to restore power after an unusual October snowstorm. Now, that snowstorm could make two of those utilities wait for approval on a $17.5 billion merger. Storm restoration efforts interrupted discussions between NStar and Massachusetts energy officials about the merger with Northeast Utilities of Hartford. In Connecticut, officials say Northeast Utilities’ storm restoration efforts were so inadequate that they are reconsidering whether to review the merger
