Three people are facing charges after former foster children alleged that they were subjected to physical and sexual abuse, such as being kept in dog cages and being forced to eat dog feces, in a foster home in Oxford in the early 2000s.
State records reviewed by WCVB indicate that there was “physical, mental, and sexual abuse of multiple former foster children in that home for years.”
Susan Blouin, 61, was arraigned for indecent assault and battery on a child under 14 on Monday in Dudley District Court, MassLive reported. She was released with conditions. Blouin, a registered nurse, was also reportedly fired from her job at St. Elizabeth’s Medical Center in Boston.
Blouin allegedly tugged a foster child, who was between 7 and 10 years old, around a room by his testicles and beat him after he allegedly brought shotgun ammunition shells to school, according to the Worcester Telegram and Gazette.

Raymond Blouin, 65, Susan’s husband, is also being charged with indecent assault and battery, according to WCVB. He was already convicted of molesting a foster child and is a registered sex offender. He pleaded guilty to the past charge, according to the Telegram and Gazette, and served three years of probation.
Raymond Blouin is facing the new charge after a former foster child came forward in July, alleging that he and his brother would be locked in a dog cage with their hands, eyes, and ankles duct taped. The same former foster child also reportedly had issues with bed wetting and said Raymond Blouin would touch him inappropriately when checking to see if he wet the bed, the Telegram and Gazette reported.
Philip Paquette, 59, Susan Blouin’s ex-boyfriend, was arraigned on child rape-related charges on Thursday for incidents that reportedly occurred almost 20 years ago, WCVB said.
One of the former foster children, who is now incarcerated at Souza-Baranowski Correctional Center, a maximum security prison in Lancaster, told authorities that he was often given dog food for breakfast and was ordered to remain naked, according to the Telegram and Gazette. He also alleges that Paquette made him perform oral sex on him twice, and threatened to kill him if he told anyone.
Back in 2004, Paquette faced 12 charges related to child abuse at the Oxford home – he allegedly struck foster children with a belt, the newspaper reported. But those charges were reportedly dropped since social workers didn’t want to put the victims, children at the time, on the witness stand.
